Program / Department Summary:

Mercy Corps Yemen is continuing its FCDO-funded Fresh Horizons pilot project, which applies and tests an inclusive, climate-resilient Market Systems Development (MSD) approach within the fisheries sector in Yemen’s Aden and Hadramout Governorates. The pilot works with local market actors to sustainably increase income and food security for fishing households and communities.


The next phase of Fresh Horizons will build on the pilot’s successes through a 9-month continuation phase focused on strengthening the supply and use of cold chain equipment. Increased access to cold chain technology will reduce waste, improve profits, and open new urban markets. This will provide improved livelihood opportunities for vulnerable households and actors across the fisheries sector - ultimately increasing food access and improving household food security.


General Position Summary:

The Subsidies & Grants Officer will support the design, disbursement, and monitoring of subsidies and grants to cooperatives and small-scale actors, ensuring transparent processes and alignment with the programme objectives. The officer will coordinate closely with procurement, finance, and MEL teams to oversee application review, beneficiary selection, and compliance with donor requirements.


Essential Responsibilities:

 


Assist the Deputy Program Manager and Private Partnership Coordinator in managing the Subsidies and Granting processes, including design, disbursement and monitoring, ensuring compliance, and supporting cooperatives and private actors in adhering to program objectives.

Oversee Subsidies and Grants documentation, including maintaining accurate records of cooperatives, MoU, Application, Business Plan, Amendment and reports.

Coordinate with finance and procurement teams to facilitate timely disbursement of funds to cooperatives and private actors.

Support the development of risk mitigation strategies for private sector actors and cooperatives, working with the program, finance and MEAL team to ensure compliance with Mercy Corps’ and donor policies and program objectives.

Assist in developing and delivering training sessions for cooperatives and private sector actors, focusing on financial management, compliance, and reporting requirements.

Support the Deputy Program Manager in preparing reports for Mercy Corps, donors, and stakeholders on subsidies and grants component of the program.

Conduct field follow-ups with cooperatives, vendors and traders to assess service satisfaction, and quality assurance.

Support MEL efforts to monitor private sector engagement outcomes, including access, inclusion, and uptake metrics.

Promote equitable access to services, especially for women, youth, and traders transitioning from humanitarian assistance.

Document lessons and contribute to learning products related to vendor engagement and blended finance models.

Actively learns safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.

Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.

Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g. Integrity Hotline and other options.

If relevant, briefing or training any external personnel such as when working with service contractors or subaward partners.

Accountability

Reports Directly To: Private Partnership Coordinator

Works Directly With: Vendors, MFIs, Business Training Project Officer, Cooperative Project Officer, MEL Officer, Finance and Procurement teams

Knowledge and Experience:

Bachelor’s degree in business administration, economics, supply chain, or a related field.

Minimum of 3 years of experience in subgrant or financial management, preferably within an international NGO or NNGO.

Strong understanding of subgrants processes, compliance, and financial monitoring, with familiarity with FCDO or other major donor regulations preferred.

Excellent attention to detail, organizational skills, and ability to work within tight deadlines.

Strong interpersonal and communication skills, with experience working collaboratively with diverse teams and partners

Experience supporting service delivery, market linkages, or business development in a fragile context is preferred.

Comfortable working with diverse stakeholders and facilitating inclusive access to market services.

Fluency in Arabic required; working proficiency in English preferred.

The successful candidate will be a relationship-builder with a practical understanding of local markets and vendor dynamics. They will demonstrate strong initiative, communication, and problem-solving skills, and the ability to translate technical models into accessible support for small traders. The Officer will work collaboratively across project components and bring an inclusive mindset to ensure that the private sector solutions benefit the most vulnerable. Responsiveness, field presence, and operational agility will be essential to success in this role.
