Mercy Corps Yemen is continuing its FCDO-funded Fresh Horizons pilot project, which applies and tests an inclusive, climate-resilient Market Systems Development (MSD) approach within the fisheries sector in Yemen’s Aden and Hadramout Governorates. The pilot works with local market actors to sustainably increase income and food security for fishing households and communities.
The next phase of Fresh Horizons will build on the pilot’s successes through a 9-month continuation phase focused on strengthening the supply and use of cold chain equipment. Increased access to cold chain technology will reduce waste, improve profits, and open new urban markets. This will provide improved livelihood opportunities for vulnerable households and actors across the fisheries sector - ultimately increasing food access and improving household food security.
General Position Summary
The MEAL Officer position will be responsible for monitoring and quality assurance across all the components of the Fresh Horizon project in Aden Governorate. The incumbent will be responsible for collecting, analyzing and reporting relevant data in order for the team to measure program impact and ensure compliance with the MC Minimum Standards. A major focus of this position is to manage online and offline databases of the project and perform regular data reviews to ensure the validity, reliability, relevance, timeliness, and accuracy of captured information. The M&E Officer will assist the PAQ Manager in maintaining all hard and soft copy data, maintaining databases, data analysis, training field teams in M&E systems, and liaising with the field team to track progress against objectives and targets
Essential Job Responsibilities
Management of Data and Information Systems
Develop and manage online databases and offline trackers for the project.
Guide and supervise the entry of monitoring data into the-developed online databases according to the projects MEL plan.
Develop and manage a centralized IPTT that automatically fed with data from relevant databases.
Perform regular data cleaning to detect corrupt or inaccurate records from project’s record sets, or databases and correct it by replacing, modifying, or deleting the coarse data.
Conduct regular reviews of collected data to ensure validity, reliability, relevance, timeliness, and accuracy of captured information.
Provide support to the PAQ Manager and Senior MEAL Officer in the design of online tools using various digital platforms as needed.
Ensure all MEL related data and documents/ files are properly organized and stored online in compliance with MC Minimum Standards. Provide timely reports and data summaries to the Senior MEAL Officer (including filling in data for indicators for each location and program) of routine data.
Participate in the dissemination and presentation of data back to programs and communities
Participate in data review workshops with MEAL and program staff
Technical Support and Management of Monitoring & Evaluation Activities
Support the design and implementation of the Monitoring and Evaluation Plans and ensure systems are fully functioning throughout the project duration and adjusted when required.
Assist the PAQ Manager in building the capacity of all relevant team members to develop and maintain a robust M&E system supported by proper documentation and sufficient means of verification.
Ensure programs use the necessary and proper M&E systems and tools, to inform and improve each individual program, as well as feed into the broader nation-wide M&E system.
Support collecting of and reporting on relevant indicators to the organizational-wide M&E system
Implement data quality assurance processes, including PDMs, assessments, and beneficiary verification in the field
Maintain proper project documentation and records as per the PM@MC requirements.
Supervision and Management of MEL Staff
Develop weekly and monthly work plans with the teams. Track the teams’ ability to deliver on the plans and report back to the team each week
Supervise enumerators, data entry clerks
Other
Conduct himself/herself both professionally and personally in such a manner as to bring credit to the organization and to not jeopardize its humanitarian mission

Knowledge and Experience
A university degree in relevant field is required.
At least 2 years’ experience working within an international NGO is preferred.
Experience and skills in quantitative and qualitative/participatory research methods and analysis.
Good understanding of monitoring tools
Advanced computer skills in MS Office programs, particularly Excel.
Ability to think independently and problem solve.
Ability to interpret figures.
Strong organizational skills and ability to multi-task.
Honest, hardworking and committed to community development.
Good oral and written English and Arabic skills
Experiencing managing/supervising staff
